Avonlea Minor Hockey Association (AMHA)

Constitution

 

1.   Name

          The Association will be called Avonlea Minor Hockey Association and will be        referred to as AMHA.

2.   Aims and Objectives

 

The aims and objectives of the AMHA will be:

·         To administer, improve and foster opportunities in minor hockey for Avonlea and surrounding communities.

·         To ensure care to all members of the Association within the guidelines set out by the Saskatchewan Hockey Association.

·         To provide service fairly to everyone.

 

3.   Membership

 

Membership will consist of any individual associated and participating with minor hockey in Avonlea. This will include players, coaches, team officials and on ice officials. All members will be subject to the regulations of the constitution and by joining the Association will be deemed to accept these regulations and codes of practice that the club has adopted.

 

4.   Membership Fees

 

Membership fees will be set annually and determined at the AGM. Fees will paid yearly by the registered team for all its players.

 

5.   Officers of the Association

 

The officers of the Association and duties will be:

·         Chair

Ø  chair meetings

Ø  represent the association and its members at league meetings, SHA meetings and other association meetings by request

Ø  enforce bylaws set out by the constitution

Ø  to sit as a representative on the Avonlea Rink Board

Ø  ensure the operation and maintenance of the Association's website

 

·         Vice Chair

Ø  to assume the duties of the Chair in his/her absence.

 

·         Secretary/Treasurer

Ø  record minutes of all meetings

Ø  record income and expense for the Association and provide annual reports

 

·         Referee-in-Chief

Ø  to recruit and retain on ice officials for minor hockey

Ø  to recommend a pay structure for minor hockey officials

          Officers will be elected to two year terms at the AGM alternating years with Chair         and Referee-in-Chief on odd years and Vice Chair and Secretary/Treasurer on   even years.

          All officers will retire after their term but will be eligible for re-appointment.

6.   Committee-Team Representatives

 

The Association will be guided by its membership and team representatives (Committee):

·         Team representatives will be appointed at the spring meeting for each division.

·         Representatives will recruit players and team officials for the following season working with local membership and surrounding communities to promote minor hockey within Avonlea.

 

7.   Finance

 

All Association monies will be banked in an account held in the AMHA. The Secretary/Treasurer will be responsible for the finances of the club. The financial year of the club will end at the AGM. An annual statement of accounts will be presented by the Secretary/Treasurer at the AGM. Any cheques drawn against Association's funds should hold the signatures of the Secretary/Treasuere plus one other officer.

 

8.   Annual General Meeting

 

Notice of Annual General Meeting (AGM) will be given by the Association's Secretary/Treasurer. Not less than 21 clear days notice to be given to all members. The AGM will receive a report from officers of the team representatives as appointed at the spring meeting. Nominations and election of officers are to take place at the AGM. All members have the right to vote at the AGM. The team representatives and officers have the right to call Extraordinary General Meetings (EGMs) outside the AGM. Procedures for EGMs will be the same as for the AGM.

 

9.   Discipline and Appeals

          The Association will be responsible for providing jerseys for each team. The        AMHA           colours are red and white jersey (replicate NHL's Detroit Red Wings          jerseys). The Association logo will have 'Avonlea' and 'Thunder' on a circle           with a lightning bolt through it.

          The Association will be responsible for ensuring the members and teams are       properly registered and insured with SHA.

          Release forms for members will not be granted if there is a program/division       represented within the Association. Proper SHA regulations will apply. Releases           will not be provided prior to September 1st of the hockey season and have to be   signed by two official, including chair, vice chair or secretary/treasurer.

          All other SHA regulations will be enforced and followed. League written    concessions will be approved and signed by the Association's Chair. Team          officials will be required to maintain team finances with an account head at a         local bank with two signing officials and be able to provide a statement of that    account to the team members. Team officials are required to ensure that they           have all SHA certification to perform registered duties. Teams will incur the         expense of any SHA fines. Team sponsorship receive by notational accounts. (i.e.   ScotiaBank, Dodge Caravan Kids will be the property of the Association.)

          All concerns, allegations or reports of poor practice/abuse relating to the welfare          of the memberships will be recorded and responded to swiftly and appropriately           in accordance with the Association's policy and procedures. All complaints     regarding the behaviour of members should be presented and submitted in         writing to the Secretary.

10.                Dissolution

 

A resolution to dissolve the Association can only be passed at an AGM or EGM through a majority vote of the membership. In the event of dissolution, any assets of the Association that remain will become the property of Avonlea Rink Board.

 

11.                 Amendment to the Constitution

          The constitution will only be changed though agreement by majority vote at an   AGM or EGM.

12.                  Declaration

 

Avonlea Minor Hockey Association hereby adopts and accepts this constitution as a current operating guide regulating the actions of members.
